Muedzul-Lail Tan Kiram has sought to keep the Sulu Sultanate politically relevant through history, identity and the Sabah claim, while Sara Duterte’s political identity is deeply rooted in Mindanao. In August, Muedzul thanked representatives of Duterte’s office, including Zuhairah A. Abas, and other local figures after assistance was coordinated for more than 1,000 madrasa students. The assistance itself is not controversial; its significance lies in the increasingly visible relationship behind it.

Muedzul is a claimant to the traditional Sulu throne, while Duterte, who is currently facing impeachment trial, is the vice president and daughter of former president Rodrigo Duterte. Their relationship has been developing publicly since at least 2025 through direct communication, public messages and engagement involving people connected to Duterte’s office. Against that background, the madrasa assistance reflects a broader convergence of traditional authority, national political power, Tausug identity and the enduring Sabah question.

Duterte’s Mindanao Politics Meet the Sulu Narrative

Sara Duterte’s authority is electoral rather than hereditary, built on the Duterte family’s political machinery and legacy in Davao, Mindanao, and national politics. Mindanao remains central to that identity, while Sulu is particularly significant because of its Tausug population, Islamic and Bangsamoro politics, traditional authority, connection to the Sulu Sultanate, and proximity to Sabah.

Sabah fits naturally into this political landscape because it can function both as a question of Philippine sovereignty and a symbol of southern identity. For communities with family and historical connections across the Sulu Sea, Sabah is tied to ancestry, migration, and memories that predate modern Philippine-Malaysian borders.

Duterte therefore does not need to pursue an immediate diplomatic confrontation over Sabah for the issue to remain politically useful. It can serve as a symbol of Philippine nationalism, historical grievances, and solidarity with southern communities while remaining flexible enough to avoid disrupting practical Philippine-Malaysian relations. The political value lies partly in the fact that Sabah can be invoked without necessarily having to be resolved.

Sabah Keeps the Royal Narrative Alive

The continuing Sabah claim is especially important to Muedzul because it gives a modern political purpose to an otherwise historical identity. A royal claimant in a constitutional republic faces the possibility of becoming a figure of cultural memory rather than a participant in contemporary political life. Sabah interrupts that transition into the past by attaching the history of the Sultanate to a living geopolitical issue that continues to generate political debate in both the Philippines and Malaysia.

The claim consequently provides Muedzul with a platform from which to speak about the Sulu Sultanate, Tausug identity and the welfare of communities connected to the region. It allows him to present the royal legacy as something that still has a place in contemporary political affairs, rather than something confined to history books and family genealogy.

The Sabah issue can become valuable not only because it concerns the welfare or rights of Tausug communities, but because it keeps the people claiming to represent that history politically visible. When the Sabah Claim Becomes Political Messaging

Muedzul’s recent Sabah messaging shows why his advocacy deserves scrutiny. In August 2026, a photograph he circulated in connection with claims about the treatment of Tausugs in Sabah was traced to Quezon City Jail in Manila, undermining the context in which it was presented. The episode matters beyond one social-media post because Sabah already combines sensitive issues of sovereignty, migration, citizenship and indigenous rights. Misleading material can fuel nationalist anger while weakening legitimate concerns faced by Tausug communities, including documentation, access to services, employment and treatment of migrants.

For someone presenting himself as a custodian of Sulu’s historical interests, the burden of accuracy is particularly high. The Sabah claim also cannot be reduced entirely to the history of the Sulu Sultanate. Sabah is home to diverse indigenous and migrant communities with their own histories and relationships to the territory.

The danger is that a complex history can be simplified into a narrative of ownership, allowing political figures to present themselves as defenders of an entire community while excluding the people and histories that complicate that claim.

Sulu Deserves More Than Political Symbolism

The history of the Sulu Sultanate and the Tausug relationship with Sabah deserves recognition, but neither requires elevating individual personalities. Muedzul's lineage does not make him the democratic representative of every Tausug, just as Duterte's Mindanao roots do not make her representative of every southern community.

The relationship between Muedzul and Duterte becomes easier to understand when their respective political interests are viewed together. Muedzul gains visibility, access and proximity to national political power, allowing a royal claim that could otherwise remain largely symbolic to become associated with the office of the vice president and with a political network that extends well beyond Sulu. Duterte gains another channel into Sulu’s political and cultural landscape, strengthening her connection to a region where her family’s political identity already carries considerable weight.

The relationship does not have to be formally transactional to produce political benefits. Political networks frequently operate through symbolism, access and association as much as through formal agreements. A meeting, a public acknowledgment, an educational program or a photograph can communicate political proximity even when no formal alliance is announced.

That is what makes the continuing association significant. It places two different forms of political power within the same political space: the electoral power of the Duterte family and the hereditary and cultural authority claimed by the Kiram household.

Sulu's people need functioning schools, healthcare, infrastructure, employment, security and accountable institutions. Those priorities matter more than royal symbolism or unresolved historical claims because they determine whether communities experience lasting progress.

Different Sabah Visions, Shared Political Benefit

Muedzul Kiram and Sara Duterte have different reasons for keeping the Sabah issue alive. Muedzul represents the historical and hereditary claim of the Sulu Sultanate, while Duterte can use the issue to strengthen her connection with Mindanao, southern communities and Philippine nationalism. Their interests differ, but both gain political visibility from keeping Sabah in the conversation.

The real question is what remains after the political meetings and publicity end. Humanitarian assistance can help individuals, but lasting progress requires institutions that do not depend on politicians or royal claimants. Sulu’s history should serve its people, not become a permanent tool for political relevance.
