When Sulu formally transitioned from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to Region IX in 2025, many feared disruptions to governance and public services. Questions quickly emerged over funding, representation, regional identity, and how essential programs would continue during a historic administrative shift.

The transition followed Executive Order No. 91, signed by President Ferdinand Marcos Jr. on July 30, 2025, after a Supreme Court ruling removed Sulu from BARMM. To oversee the process, the government established a Technical Working Group (TWG) tasked with managing the transfer of functions, assets, and programs while ensuring continuity of services.

At the time, uncertainty ran high. Public employees sought clarity about their future, while communities worried whether healthcare, education, and social assistance would remain uninterrupted. Political debates over identity and autonomy also persisted as Sulu entered a new chapter under Region IX.

Nearly a year later, however, the focus has increasingly shifted from transition to implementation.

E-CLIP Meetings Deepen Regional Coordination

On June 11, 2026, the Department of the Interior and Local Government (DILG) Region IX convened the 2nd Quarter 2026 E-CLIP Region IX and Sulu Focal Persons Program Updates and Coordination Meeting via Zoom. The meeting brought together focal persons from across Region IX and Sulu to discuss program updates, implementation concerns, and strategies to improve service delivery under the Enhanced Comprehensive Local Integration Program (E-CLIP).

The June meeting built upon earlier coordination efforts. In February 2026, DILG Region IX also gathered E-CLIP focal persons from Region IX and Sulu Province to align policies, reporting requirements, and assistance programs for former rebels and former violent extremists.

These regular consultations suggest that cooperation between Sulu and Region IX is becoming increasingly institutionalized. Through information sharing and coordinated planning, local governments are seeking to deliver assistance more efficiently while strengthening community resilience.

Reintegration as a Tool for Peace building

E-CLIP supports the reintegration of former rebels and former violent extremists through immediate assistance, livelihood support, reintegration aid, firearms remuneration, and the construction of halfway houses. The program depends heavily on cooperation among local governments, security agencies, and community stakeholders.

For Sulu, this coordination carries particular importance. The province has long occupied a strategic place in Mindanao's security landscape, where armed conflict and political transitions have shaped governance for decades.

The growing collaboration between Sulu and Region IX reflects efforts to bridge administrative boundaries while supporting communities affected by conflict. The transition has also revealed that administrative boundaries do not necessarily end institutional cooperation. In March 2026, the Bangsamoro Government renewed the contracts of more than 700 Islamic Studies and Arabic Language (ISAL) teachers in Sulu, ensuring their employment and funding through June 2026. Bangsamoro officials emphasized a "people-first" approach aimed at protecting educators and government workers affected by the transition. Teachers welcomed the move, noting that educational services continued despite Sulu's administrative transfer to Region IX.

The continuation of support highlights a broader trend. Several BARMM-funded initiatives remain active in Sulu, including healthcare and housing projects launched before the transition. The Transition Roadmap Takes Shape

Efforts to coordinate the transition have continued throughout 2026. In April, the Sulu Technical Working Group met with national agencies and Bangsamoro representatives to accelerate the rollout of the province's transition framework.

Discussions focused on funding gaps, personnel protection, and uninterrupted public services, particularly in health and education. A Region Learning to Work Together

The transition of Sulu into Region IX was never only an administrative exercise. It also required building new relationships among institutions that had previously operated under different systems of governance. Recent E-CLIP meetings, education initiatives, and transition planning efforts suggest that these relationships are gradually taking shape through regular dialogue and shared implementation. At the same time, the continued involvement of Bangsamoro institutions demonstrates that cooperation often extends beyond formal regional boundaries.

As Sulu navigates its place within Region IX, its experience may offer insights into how complex transitions can be managed through coordination rather than competition. In a region where stability often depends as much on collaboration as on policy, these emerging partnerships could shape the next phase of governance and development across the southern Philippines.
