Financial scrutiny of Sara Duterte is intensifying as prosecutors examine alleged unexplained wealth. Her political connections also raise questions about Sulu’s interests in Sabah.

The financial records of Philippine Vice President Sara Duterte are facing renewed scrutiny as impeachment prosecutors consider further action. On October 29, House prosecution spokesperson Zia Alonto Adiong maintained that Duterte still had approximately PHP463 million in alleged unexplained wealth to account for, even if assets linked to companies associated with her husband were excluded. The statement followed weeks of testimony and financial evidence presented before the Senate impeachment court.

The case has implications beyond the political rivalry between Duterte and President Ferdinand Marcos Jr. Her public connections with figures associated with the Sultanate of Sulu have also attracted attention, particularly as the province's historical relationship with Sabah remains a sensitive political issue. Examining these relationships alongside the financial controversy raises broader questions about political influence, transparency and the representation of Sulu's interests.

Financial Allegations Raise Questions About Public Accountability

The prosecution's financial case centers on discrepancies between Duterte's declared income, bank records, and other assets involving her and her husband, lawyer Manases Carpio. Forensic accounting expert Alexander Cabrera estimated that the couple had PHP817.87 million in allegedly unexplained wealth and undeclared assets between 2022 and 2025. One disputed figure involves PHP174.96 million in reported bank inflows compared with PHP63.11 million in declared income over the same period. Prosecutors identified the resulting PHP111.85 million difference as a possible source of further tax scrutiny.

The examination also covers three companies associated with Carpio, namely Metro City Chow Inc., Cale88 Foods Corp. and GenCorp Industries Inc. Prosecutors have questioned differences between corporate financial statements and recorded bank transactions, arguing that the discrepancies require further explanation.

“The prosecution's financial case centers on discrepancies between Duterte's declared income, bank records, and other assets involving her and her husband, lawyer Manases Carpio.”

On November 2, reports indicated that the House prosecution panel was prepared to share its financial documents with the Bureau of Internal Revenue (BIR) for possible investigation into tax violations. The BIR had already issued Letters of Authority covering tax examinations involving Duterte and Carpio. However, the agency must independently assess the records before determining whether any tax laws were violated.

The distinction is important because bank inflows do not automatically represent taxable income. Loans, transfers and other legitimate transactions may contribute to account balances without constituting undeclared earnings. Duterte's legal team has challenged the prosecution's interpretation of the evidence, while the Vice President has denied wrongdoing.

The Senate impeachment trial is scheduled to resume on November 9, when the defense is expected to present its evidence on the remaining allegation of unexplained wealth. The proceedings will test whether the prosecution can substantiate its calculations and whether Duterte can adequately account for the questioned financial records.

While the financial allegations remain a matter for investigators and tax authorities, Duterte's public responsibilities extend beyond the questions raised by her declared wealth. Her political associations also offer a separate perspective on how national figures engage with regional interests, particularly in areas such as Sulu, where historical leadership and the Sabah claim remain politically significant.

Political Connections Bring Sulu and Sabah Into the Discussion

Duterte's relationship with Sulu's traditional political figures provides another dimension to her national political profile. Her connections with members of the Kiram family have attracted attention because the Sultanate's historical relationship with Sabah remains central to debates about Tausug identity and territorial claims. In May 2008, Sara Duterte, then vice mayor of Davao City, attended the Second Mindanao MNLF Leadership Peace Summit alongside Fuad Abdulla Kiram, who presents himself as Sultan of Sulu and Sabah. Nur Misuari, founder of the Moro National Liberation Front (MNLF), was also associated with the gathering. Duterte appeared again at a 2010 forum connected to Kiram's Royal Hashemite Sultanate of Sulu and Sabah.

More recently, Duterte's public exchanges with Muedzul-Lail Tan Kiram have brought the relationship into renewed focus. In September 2025, Muedzul reported receiving a video call from the Vice President and invited her to visit Sulu. A subsequent video message from Duterte thanking him and his supporters further demonstrated their public rapport. Muedzul's position differs from that of Fuad Kiram. He presents himself as the legitimate heir to the traditional Sultanate and has advocated a peaceful, government-led approach to the Sabah question. His relationship with Duterte, therefore, introduces another dimension to the discussion about how national political figures engage with Sulu's traditional leadership.

Sabah Claims and the Responsibility of Political Leadership

The Sabah dispute involves distinct but historically connected claims. The Philippine government maintains a territorial claim over Sabah, which Malaysia administers as part of its federation. Separately, the Sultanate of Sulu's historical claim is rooted in its former authority over parts of North Borneo and the 1878 agreement signed with Gustavus Baron von Overbeck and Alfred Dent. The British North Borneo Company later acquired the rights established under that agreement.

In May 2016, President-elect Rodrigo Duterte publicly pledged to continue the Philippine government's claim over Sabah and expressed recognition of the Sultanate of Sulu's position. His statement indicated his intended approach to the issue before taking office, but it should not automatically be attributed to his daughter as a personal policy declaration.

For Sulu, the central concern is whether political engagement with royal claimants strengthens the province's historical interests or simply provides national figures with another source of regional influence. The distinction becomes especially important when different branches of the Kiram family advance competing claims to traditional authority.

The financial allegations against Sara Duterte and her connections with Sulu's traditional political figures remain separate matters. However, both highlight the importance of transparency and accountability in public leadership. For Sulu, the question also concerns how national political figures engage with the province's historical identity and the continuing Sabah claim. Whether these relationships translate into meaningful attention to Sulu's interests remains a question for future political developments.
