On May 11, 2026, the House of Representatives approved the impeachment of Vice President Sara Duterte with 257 lawmakers voting in favor, 25 against, and nine abstaining. The vote adopted Committee Report No. 261 and House Resolution 989, formally transmitting the Articles of Impeachment to the Senate.

Under Article XI of the Philippine Constitution, at least one-third of all House members must vote in favor of impeachment for the complaint to move forward to the Senate. The final tally exceeded the required threshold. The impeachment complaint contains four Articles of Impeachment. These include allegations involving culpable violation of the Constitution, bribery, graft and corruption, betrayal of public trust, and other high crimes.

According to the committee report, the first article concerns the alleged misuse of confidential funds through questionable documentation. The second focuses on alleged unexplained wealth and financial transactions that were said to be inconsistent with declared income in Duterte’s Statement of Assets, Liabilities, and Net Worth. The third article cites allegations of bribery involving officials from the Department of Education, while the fourth relates to alleged threats made against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos, and former House Speaker Martin Romualdez.

Senate Trial Expected to Follow

The Senate is expected to convene as an impeachment court to hear the case. If the proceedings continue and result in a conviction, Duterte could be removed from office and disqualified from holding future public office.

This marks the second impeachment case filed against Duterte. In February 2025, the House also voted to impeach her on similar grounds. However, the Supreme Court later voided the proceedings due to constitutional and procedural issues, including concerns related to the one-year bar rule governing impeachment complaints. The renewed proceedings have once again placed attention on constitutional accountability mechanisms and the role of impeachment in the Philippine political system.

Duterte has denied wrongdoing and previously described the case as politically motivated. Her legal team stated that the burden of proof now rests on the accusers as the case advances to the Senate.

Mindanao Lawmakers Show Varied Positions

The voting pattern among lawmakers from Mindanao reflected a range of positions on the impeachment complaint. Out of 60 Mindanao lawmakers counted in the proceedings, 41 voted in favor of impeachment, eight voted against it, four abstained, and seven did not participate.

Lawmakers from several provinces in Western Mindanao and the Bangsamoro region supported the impeachment complaint, including representatives from Sulu, Tawi-Tawi, and parts of Lanao del Sur and Zamboanga Peninsula. Among those who voted in favor were Sulu 1st District Representative Samier Tan and Sulu 2nd District Representative Munir Arbison. Several lawmakers from Davao Region and neighboring provinces voted against impeachment, while others abstained or were absent during the proceedings.

Dinagat Islands Representative Arlene Bag-ao said lawmakers must continue to uphold justice, accountability, and public trust in government institutions. Mamamayang Liberal Party-list Representative Leila de Lima, who endorsed one of the impeachment complaints, said the committee examined allegations involving questionable disbursements, fictitious identities, and financial records during the hearings.

National Proceedings Draw Regional Attention

The impeachment proceedings are expected to remain a major national issue in the coming months as the Senate prepares for possible trial proceedings. Legal analysts and political observers continue to monitor how the constitutional process will unfold and how senators may respond to the evidence presented by both sides. The next step will involve the Senate convening as an impeachment court, where evidence will be examined and a decision on the Vice President’s potential removal from office may be reached.
